Born and raised in northern Minnesota, Mr. Kolasa advises clients on finance, compliance, governance, and day-to-day operations. His practice includes public finance issues; board support; charter contracts and amendments (including high-performing consolidations and replications); vendor and facilities agreements; Sunshine Law and Public Records compliance; policy development and staff training; student services under IDEA/ESE and Section 504; investigations and discipline procedures; and litigation support at the administrative, trial, and appellate levels.
Mr. Kolasa pursued his legal education at Florida State University College of Law, where he served as a Florida Supreme Court Fellow and clerked in the chambers of Justice Meredith L. Sasso. In that role, he primarily drafted jurisdictional memoranda to evaluate whether cases were appropriate for Supreme Court review. During law school, he also clerked with two private firms, worked as a Teaching Assistant for the Florida State University College of Law’s Juris Master program, served as Editor-in-Chief of the Florida State University Law Review, and was an alumnus member of the William H. Stafford American Inn of Court. He has a forthcoming article in the Journal of Land Use & Environmental Law at Florida State University addressing the impact of artificial intelligence on the resource consumption of data centers.
Prior to law school, Mr. Kolasa earned both his B.S. in Economics and M.S. in Applied Economics from Florida State University and worked as an Economic Development Specialist for Sumter County. He brings a practical, data-driven approach to complex school finance, procurement, and regulatory matters. He is admitted to The Florida Bar.
